Killing: Justifiable?

Taking a life is one of the harshest acts on earth (not only to the victim but also to the killer itself). When one unintentionally takes the life of another human being not only it interrupts the existential cycle of that person, but it also brings upon itself the pain, the guilt, the horror of having extinguished the life of a fellow human (in such cases, no karmic consequence is born). Are international laws and conventions outdated when it comes to Counter-Terrorism (CT)? Most international binding norms and declarations were written after the WWII (to prevent a repetition of events; and were/are ratified as a way to make signatory nations commit themselves to applying those norms in national law); however, because terrorism - as we know it today - didn't exist at that time, it is natural that those norms, declarations and laws, do not anticipate certain phenomenons such as Global Jihad and Urban Warfare; thus limiting the action against such occurrences. Central African Republic: The Islamist Assault

On the 24th of March 2013, the Central African Republic (CAR) witnessed yet another coup d'état. President François Bozizé (who first got to power via a coup) was overthrown by Michel Djotodia, the leader of Séléka (a rebel coalition group).
CAR is a very appealing country to many political actors due to its natural wealth: minerals, uranium, oil, gold, diamonds, lumber and arable land. Its religious make-up is the following: 50% of Christians, 35% of animists and 15% of Muslims.

In this introductory article on CAR, we will address the rebel group - now in power - and its probable intent.
Séléka is mainly composed by the Democratic Front of the Central African People (FDPC), the Convention of Patriots for Justice and Peace (CPJP), the Patriotic Convention for Saving the Country (CPSK) and the Union of Democratic Forces for Unity (UFDR, supported by Sudan). Northern Vulnerabilities: Russian Aggression and the Alliance Response

The Russian Federation has had an aggressive posture towards the Western Powers, for several years now, in various crisis spots. The country has projected power from the South Ossetia region (in Georgia) and the Crimea (in Ukraine) to the seemingly never ending war in Syria and to placing mercenaries in the Central African Republic.

The response from NATO members has been haphazard at best. There seems to be a concerted effort to assure the Baltic Republics and Poland that the alliance takes any overt move by Russia seriously.

There is a glaring vulnerability that needs to be addressed as well: the Northern Flank of the Alliance. One could not pick up a novel depicting a Third World War without seeing as part of the plot a breakout into the North Atlantic by Submarines of the Soviet era navy. Other scenarios had Soviet troops invading and occupying both Iceland and Norway too.
